Digital transformation of Lok Adalats: Addressing justice delays through innovation

Abstract: This research paper explores the digital transformation of Lok Adalats in India, focusing on how innovation and technology can address the persistent delays in justice delivery. Lok Adalats, as an alternative dispute resolution (ADR) mechanism, have long played a vital role in expediting justice outside the formal court system, offering informal, cost-effective, and timely solutions for resolving disputes. However, despite their success, traditional Lok Adalats still face challenges such as limited accessibility, geographical constraints, and a lack of technological integration. The paper examines how the incorporation of digital tools like virtual hearings, electronic case management, and online mediation can enhance the efficiency and reach of Lok Adalats, especially in underserved rural regions. This study also identifies the benefits of digitalizing Lok Adalats, including increased accessibility, cost-effectiveness, and a faster resolution process. Digital transformation promises to bridge the gap between urban and rural access to justice, making the dispute resolution process more inclusive. The research highlights the current challenges such as digital literacy, infrastructure limitations, and cybersecurity concerns, and proposes recommendations to address these barriers. Drawing a comparative analysis with international models of online dispute resolution (ODR) and e-courts, the paper provides insights into how India can adapt global best practices to improve its digital Lok Adalat framework. The findings of this research suggest that digital Lok Adalats, if effectively implemented, could revolutionize India’s justice delivery system, making it more accessible and efficient. The paper concludes with recommendations for enhancing the legal infrastructure, promoting digital literacy, and ensuring robust cybersecurity measures to facilitate the successful transformation of Lok Adalats.
